An application to build three detached houses with new road access in Harpenden has been refused.
DLA Town Planning had applied to build the houses in Wheathampstead Road, but was refused by St Albans District Council due to the size of the development.
In addition, council officers said there would be a detrimental impact on the health of existing trees at the site.
